Yes, David, that is what I refer to. It seems to me that the administration was hamstrung by the fact that they were not able to obtain the manpower that they needed when they needed because the Governor's of several of the states would not supply the manpower that they requested. From a military point of view, the troops that for instance, Governor Brown of GA. or Vance of NC or perhaps Milton of Florida, did the Confederate army much good if the the troops were needed in Virginia for instance and they were kept in their respective states instead.
