CORRECTION. General Sheridan made his un-charitable remarks to the mayor of Galveston in 1867, not April 1862. The mayor had asked politely to give Gen. Johnston a "civil escort, from steamer to cars". The body was transported from Galveston to Houston with the final resting place in Austin.
And I can tell you this much. The intended burial site was always intended to be Austin. The body was buried in New Orleans because of the city's capture. Plans were being made to move the General when the city was taken. I imagine the blockade was a factor.
