Well, this is odd.

Southerners took offense that they could not take slaves with them into free states, and that Northern states would not enforce the Federal law on fugitive slaves. If this is a STATES RIGHTS issue, then Southerners are claiming rights granted under Federal law, while Northern citizens are upholding their right to observe their own state and local laws.
