Alright, we know that Fort Sumter was a threat the Charleston Harbor and had the ability to blockade that harbor at any time, because like Fort Moultrie it controlled the entrance into Charleston Harbor.

My question is that during the 100 days that Major Robert Anderson occupied Fort Sumter, was there any incident where a ship was not allowed to enter the harbor other than the Union relief ships trying to get to Fort Sumter itself? I don't see that Anderson had an ability to stop any ship entering the Harbor without firing on that ship, but could he have?

We know that Anderson continued to have his men to mount the guns which were inside Fort Sumter but only succeeded in getting 5 additional guns mounted. The Confederate authorities observed this activity. Which direction were these guns mounted, Towards the channel, or to Charleston itself? How do you continue to mount guns and not imply a threat even if it is to defend your position to the extreme? Even today we see the debate over our developement of a defensive missle shield.
