For any state military organization to come under control of the Confederate government, a state governor had to turn submit an offer to the War Department. However, a volunteer company could offer services directly to the Confederate government without being in state service first. Correspondence received by the Confederate War Department contains any number of submissions by Governor Moore of the State of Louisiana.
