Volunteer or not, state troops are militia. Prior to 1861, two kinds of militia existed in nearly all states. These were statutory and volunteer militia. Volunteers received special exemptions from regular militia service but normally were required to appear for drill much more often
It's really simple. Confederate troops took orders from commanders appointed by a national authority. Louisiana militia (volunteer and otherwise) took orders from Governor Moore.
