Highly unlikely he was conscripted. The 13th/14th was raised over a wider area than the earlier W TN Unionist regiments and often somewhat further west. It was a very small unit. An article on the Unionists nearer the TN River is at

Some men of the 13th also ended up in Andersonville. Most men of 13th who survived Ft. Pillow were in 7th TN Cav for a time and then in Co E 6th TN Cav USA.
