There was more overt recruiting than covert recruiting by both sides in KY. But that is not the problem. It is where those men went to train. Virtually all of the Confederates left KY for Tennessee to recruit whereas, as you mentioned, only at the start did the Federal attempt to train troops across the Ohio River from KY in Ohio and Indiana. It was Camp Dick Robinson that changed everything. Once that happened the gloves were off for KY.
