Really not my idea, rather something that I read in the O.R. concerning Federal policy towards civilians. In a strictly practical reading, it makes sense. If Federal soldiers make life hard on civilians, then Confederate soldiers will be inclined to leave the ranks and come home to care for their destitute families. Confederate leaders understood this and did everything possible to keep their armies together.
