Many thanks for the comprehensive responses, well worth bookmarking or downloading for ref. Re-reading my question, I realize that I was not clear. To the "green" reader, a "Macon Arsenal flag" (for example) could mean a flag produced by -- and it was in that understanding I believe you both wrote. However, it could also mean "a flag flown at, or by, the Macon Arsenal," and it was in that sense I posed the question and was quoting brother Carlton. Was "the" (or "a") Battleflag (of whatever army or department or commanding general) ever flown over a government facility or installation, or would it have flown a National?

Sorry to upset you, Tom, by ref to GWTW -- I mean only to ref that inferno scene and its flag in the above sense: should a Battleflag (the soldier's flag, as McCarthy called it) have been flying, or, say, a National? Has anyone discovered a reg or statute that says, in effect, only a combat unit is to carry and display a Battleflag; other government facilities will display the National? I suspect the answer is, "no," but wanted to check. Would the front-line vet have scorned the flying of "his" flag by a "rear area so-and-s0"?
