A forensic study of known examples may shed more light: the Brunk auctions flag (which has this different material on the outer 3 sides--whatever it might be) is like an ANV in all other respects. A closer look at the stars reveals that the seamstress had both a sewing machine (machine applied stars are unusual) AND a desire to give them an extra flair with a decorative border stitch. This same decorative border on the stars I think is known on other ANV flags. That is, it's unique to this particular seamstress.

It's unlikely a seamstress would have worked to supply two different depots. At least in the case of the Brunk flag, the evidence points me in the direction of an ANV flag with personal choice material variations.
