One would generally think so given the environment at the time, I was surpized to find it.

One of these was a merchant in Lexington "Fresh Blockade Goods... New goods bought chiefly in England brought by the Steamer Advance on her last voyage now on hand in stock"... ad went on to list some of the fabrics and various sundries available.....

Besides military goods the privateers made much more money hauling and selling the assorted "fancy goods", that they frequently would cram into any available space left on a ship to better sweeten the profit margins... Also much of that the military probably would have limited use for if any. Im sure the merchants in Richmond and other towns had their own covert "supply chains" as well... for who ever could actually afford the goods to start with...
