Tom, It appears that George's post about the history of the tombstones may come into play. I'll take a small part of it that may be important.

"On May 26, 1930, the War Department implemented regulations for Confederate headstones that also authorized the inscription of the Confederate Cross of Honor in a small circle on the front face of the stone above the standard inscription of the soldier's name, rank, company and regiment."

This seems to fit William Mooty's tombstone. Also the UDC kept mintues of their meetings and projects. If the local LaGrange chapter does not have the mintues then the National UDC in Richmond, Virginia does. From what I understand the local chapters were required to send in their mintues to the National Chapter.

There were three Mooty's that have been members of the UDC. Mary J. Mooty from LaGrange, Georgia was one of them. Finding out what relationship Mary J. Mooty had to Mary and William may lead you to further information. Some of the local libraries have ancestry free of charge. Looking at the census reports may yield some information. They go up to the 1940 census now. From what I can gather it does appear to be a government issued Confederate stone, post 1930. Whenever I think of this era I think of the WPA during FDR's presidency. The WPA did a lot of work at Camp Chase during the 1930's. The Washington Library in Macon, Georgia is one of the leading genealogy libraries in the United States. At one time I believe they were number 3 behind, Salt Lake City, Utah and Fort Wayne, Indiana. Another place is the Georgia National Archives located in Jonesboro, Georgia. They too have an excellent source for material but they are only open on Friday's and Saturdays now or at least they were when I was there.
