The way I understood the VA's answer to my question, was that anyone could order a stone, but it had to be paid for privately if it was not for a veteran.
Mary Mooty's stone is identical to her husband, except she does not have the service information. But they both have the Confederate Cross within the circle, both stones measure the same, both have the pointed top, even the craftsmanship of the lettering looks the same, and the stones look both look like the same rock. It would be interesting to find out who might have gotten the stone for the lady in Charleston. Might be another interesting research. Do you have her name? (just like I don't have anything else to do, lol). I have pictures of both, if you would like I can email you these to go along with the ones you already have.
When I started all this, I was only interested in finding out if Mary Mooty was in the Nancy Hart's, and if so, was she entitled to a government head stone. Now I carry a tape measure with me every where I go. It is not unusual to see me at a cemetery anywhere in a 100 mile radius of here, measuring head stones. Wonder I am not in jail.
