I made a mistake about the year for the Union Dept. of the Missouri General Orders Number 19, which was actually published I believe in July 1862, and not 1863 as I mistakenly cited in my earlier reply. This was the order requiring all able-bodied Missouri men of military age to register in their local Enroll Missouri Militia. You probably reasoned through my error already, just based on context, but I printed this correction to avoid confusion. Sorry.
