In 1863, there were three candidates in the field for governor--Generals Charles Clark, A.M. West and Reuben Davis. Politically, Clark and West had been Whigs, and Generals Clark and Davis had been close associates. They had all served in the legislature and Reuben Davis was a congressman both in the Federal and Confederate congresses. Clark was a brigadier general in the Confederate Army, while Davis was a major-general of State Troops and West a brigadier general in the State organization.

.........Of the sealed votes counted Charles Clark received 11,876, West 3,302, and Reuben Davis 1,469. The total returns were as follows: Clark 16,428; West 4,863; Davis 2,009.....
