Here's a bit more.

At the election October 2, 1865, under the presidential policy of reconstruction, the congressmen chosen were Col. Arthur E. Reynolds of Tishomingo County, First District; Col. Richard A. Pinson of Pontotoc County, Second District; James T. Harrison of Lowndes County, Third District; Gen. A. M. West of Holmes County, Fourth District; and Ephraim G. Peyton of Copiah County, Fifth District, all of the party that opposed secession in 1860.

They presented themselves in congress when it met in December, but their names were omitted in the roll-call, and it was not until 1870 that Mississippi had a congressional delegation.

By 1870, Gen. West had moved from Holmes County to Holly Springs in Marshall County.
