here is a copy and paste of the letter i received back from the MS dept Of Archives today, I sent them a letter as every one points to them as the location of where they got the data for M H Winburns Tombstone Placement, it looks like the WPA did indeed record his confederate stone at Mcinniss Cemetery in Vernal, now they did so in the 1930's and 40's Mr Kittrell said it wasn't there in the mid 1950's so looks like it went missing between 1930 and 1955 WOW!

"The Mississippi Department of Archives and History (MDAH) maintains no
records of headstone placement. If the information you cited comes from
the published work on Mississippi Confederate Grave Registrations, we
can advise that this list was compiled by the WPA sometime in the 1930s
or very early 1940s. The details in the grave registrations come from
any number of sources, including actual inspection of the burial place
or from information provided by family members. The grave registrations
do not indicate where within a cemetery a stone or marker was placed.
The intent of the WPA was to merely record that a Confederate soldier or
veteran was buried in a particular cemetery."
