I'm a little "ornerier" than you think. I've reported a number of abusive abusive posters and spammers to their ISP's, to school systems, to public libraries. Don't mess with me, "I'm a bad dude". :-)

Seriously, when we have a recurring posting from a school. I hope it's a student and not a deranged teacher. I inform the school and they can track down or warn their students. In most cases, though there are a few glaring exceptions, the schools and universities have responded to my request to look in to the problem and have taken action that stopped the problem. Unfortunately, there are institutions that seem to think the very discussion of Civil War or military history is a pasttime of racists, rednecks and trailer trash. How pedantic and banal of them.

I also report abusive posters to their ISP's. They generally send an automated response, but sometimes it's personalized.

I don't believe I've ever reported anyone from the N&V site. Generally, when we've had a problem, I've changed the settings to a moderated board or one which requires approval of the postings by the admin. I have also blocked a few IP addresses. Blocked, in this case, means postings from certain IP's or IP Groups or countries are intercepted and reviewed before they are posted.

Just wanted to let you know, I do act against abusive posters.
