The question was the Confederate government a legal government? Apparently it was. It had relations with many nations and was recognized as a legal entity, in other words the world did not try to arrest it or block it. No other nation declared it illegal. International law gave it a protected status- neutral. Many nations were very friendly to the Confederate government.
