I've been reading the Naval O.R. Diplomatic volume. In it there are many messages telling of the meetings of Confederate agents and consulars with high officials in European countries in secret but also at state dinners (?). I remember an informal meeting with Napoleon III with a Confederate official at a dinner party. I would have to make more note to know for sure if they were all informal, formal or secret.
