In April 21 of that same year, both houses of the Confederate Congress passed legislation authorizing the Secretary of War to raise a battalion of sharpshooters for each brigade, not consisting of less than three companies nor more than six companies. The Confederate Adjutant General Samuel Cooper issued General Orders No. 34 that ordered all Confederate armies to raise sharpshooters.
