According to the last true American Statesman Governor Seymour of New York, if a federal law would be so ruinous to a State as to destroy its infrastructure, its economoy, its way of life, no matter if the Federal Courts rule such law Constitutional...the State has to do what it can to protect itself, even ignoring Federal law and its courts.
