Col Cook & Galveston Artillery

I was just re-reading part of an english Colonel's diary (Fremantle) and he mentioned meeting two of Magruder's officers in Galveston. The first was Major Watkins (Oscar M) and the other was Col "Cook", who he termed commander of the artillery at Galveston. Since this is the late spring of 1863, I assume he is talking about a battalion commander commanding two or more companies at Galveston of the First Heavy Artillery? Or was Cook the Regimental commander at that time? I believe Watkins was a staff officer, but it isn't clear whether he was CSA or another of Magruder's courtesy "ranked volunteers". Does any of this ring a bell?
