Yes, George. Cook was apparently a naval academy attendee and his background with working naval gun crews led him to really drill the people in his artillery regiments hard. Lots of the men complained about this endless drilling (particlarly in the heat of the summer of 1862 along the Texas coast). But all of Cook's drilling really paid off and men like Dick Dowling's Davis Guard and the other units who served in the Battle of Galveston were some of the best artillery companies in the Confederacy if you consider rate of fire as a measure of ability.
