Watkins had been the captain of Co. "E" of the 2nd Louisiana, but was dropped from the rolls in April 1862. He shows as a major in 1863 in charge of conscripts, and was in command of a flotilla that captured the Velocity and Morning Light off of Sabine Pass on January 21, 1863. Thereafter he shows as an Assistant A.G. on Magruder's staff.

Cook is Joseph J. Cook, 1st Texas Heavy Artillery. In 1862 he shows as being in command of the Sub-district of Galveston.
