I found more information on Watkins. One said that he was part of the "provisional Army"

In late 1864 he is on the court martial board holding hearings on Gen Sterling Price's Missouri expedition. He is still a Major. In one of Magruder's post-1st Sabine Pass Battle communiques he is pushing for Watkins to be promoted to Lt. Col. Watkins was from Louisiana. Fremantle stated that he had property in New Orleans that had been "destroyed by the Yankees". His post-Sabine report is well written and literate. At least two sources claim that he was drunk during the Sabine action and that command of the gunboats was tactically in the hands of Captain Charles Fowler. Watkin's report also says that Fowler was in tactical command at sea, but states that Fowler's health broke down just after the action and that Watkin's was in charge of the post-battle activities of the Confederates. This jibes with the complaints of some of the Sabine rivermen in the expedition who felt strongly that they could have lightered the Morning Light over the bar instead of burning it. In his report, Watkin's gives several interesting justifications for his decison in this matter.
