I had the same reaction, and agree with your conclusions. It's almost certainly a county militia census, which would list men from the county available for service. Information available locally would be included to explain why other men like these weren't available.

These aren't militiamen, but records like these are quite valuable, especially for family research purposes. Men who actually were in the militia are listed on rolls like these and almost nowhere else.
