I don't think so. Bryan H. posted a thing a while back about the order in which the regimental numbers were assigned. If I remember right Portlock's was to raise the 24th Arkansas long before Crawford came back to Little Rock, but the men to fill out Portlock's regiment weren't available until Portlock was ordered to Sulphur Springs. Crawford was ordered to Sulphur Springs a couple of weeks later to organize the "Extra' Troops.

Again I believe that the higher-ups thought there would be enough recruits at Pine Bluff to form both Portlocks and Crawfords Regiments. But since Crawford was the Junior to Portlock in rank and had no designated regimental number, He was left with the scraps as it were. I is my impression that there were enough men who were disabled by illness at Sulphur Springs that had they all recovered to be of military service, Crawford would have been able to fill out his muster roll to full regimental strenght.
