You are correct. Not even the British cartridge boxes were made to carried the Enfield Tool/Sargeant's Tool.

That tends to tell me that they were not that commonly issued and were probably only issued to the Ordinance Sargeant. I would think that maybe only one per company were issued at best. Hence the lack of references to the usage of this Tool.

If this was the case then it most likely was stored in the regimental Ordinance Chest and not carried into the field as is done today in reenacting.

The common soldiers would have carried only those individual attachments as he needed to clean his weapon, A nipple pick, a worm, and a wrench/screwdriver combo tool. All of which would have fit into the Cartridge box tool pouch.
