Good points, and considering todays DOD civilian MPR ratio is at about 3 DOD civilians in support of 1 ground troop, 5 %
of those blacks living in the South freed or not in "Confederate Service" do not sound off the charts, in fact I would suspect
the numbers to be higher than 5% more like 10%
