In man there is good. As he is made in the image of God. Man must strive to be and do evil and wrong. It is inherent that we know the difference between good and evil. Even the most savage of outlaws and sinners knows when he does wrong. For ultimately it is our concience and our faith that brings us from one day to another. Guilt is the burden we carry when we know our actions have been for no good. Just my opinion.
