I'm assuming Governor Perry believed Florida should have a state armory like other states.

As far as distribution of arms to U.S. arsenals in Southern states, I don't see Florida on the list. The nearest U.S. arsenals which were supplied from the arsenals at Springfield and Watertown Mass., were those at Augusta GA, Mount Vernon AL, and Baton Rouge LA. All these distributions took place at the request of state governors during 1860. Letters were addressed to Secretary of War John B. Floyd, later a Confederate General.
