Just checked _A History of Navigation on Cypress Bayou and the Lakes_ by Jacques D. Bagur. He does not associate Scott directly with the packery as an owner or contractor in the relatively brief mention of Civil War era beef packing. He mentions James B. Dunn operating under contract to the Confederacy and under the supervision of Maj. William H. Thomas, departmental commissary and subsistence officer for the Dept. of the Trans-Miss. The contract was signed in Sept. 1863 calling for the delivery of dried and pickled beef, pickled tongues, and hides, and the plant evidently operated into 1865. The tallow went to another firm for soap and candles. Bagur references "Confederate Beef Packing at Jefferson, Texas," by Allan Ashcraft, Southwestern Historical Quarterly, October 1964. Perhaps Scott might be mentioned there.
