I don't really understand your question. Why do you say "if they were not part of the Confederacy"? By they, do you mean the state of Oklahoma, or Burnet's Sharpshooters? The Sharpshooters were a part of the Confederate Army. I don't think anyone has suggested that they weren't.

As to who paid for these men's stay at the Confederate Home in Ardmore, the answer to that would almost certainly be the State of Oklahoma. There was no Confederate government still in existence to take care of old Confederate soldiers, so the states handled that. Confederate pensions were paid by the individual states, and I strongly suspect that old soldiers' homes were paid for by the states also.
