That practice would certainly make sense, but of course any good commander would try to see that all of his soldiers had some kind of serviceable firearms.

If you think about it, it also makes sense that the best-armed soldiers (those who actually carried revolvers) would be designated for surprise attacks, hit-and-run missions &c.
