I would suspect that Camp Lowry was either at the Old County Fairgrounds north of Knoxville of at Decatur, County seat of Meigs County. My ggrandfather's regiment was organized at Camp Key, Old County Fairgrounds in Knoxville. Key was the regiment's Lt. Col. I believe many of these enlistment camps were named after their commanders. And then, according to V. C. Allen, the company completed it's organization at Decatur.

These folks enrolled for duty on May 5, 1862 at Camp Lowry. However, V. C. Allen, in his "Rhea and Meigs Counties (Tennessee) in the Confederate War," Rhea County Historical and Genealogical Society1908, notes "The next company (Capt. G. C. Sandusy's Co.) for the Confederate service was a cavalry company, organized at Decatur in June, 1862 . . . )

All the other companies were from Georgia although V. C. Allen states another East Tennessee company was raised from Marion Cpounty.

The 3rd Regiment Confederate Cavalry (also known as the 11th, the 13th, and Howard's Regiment Confederate Cavalry, and as and as Howard's Battalion Confederate Cavalry and the 11th Battalion Alabama Cavalry completed its organization August 20, 1862, with ten companies, A to K. Some of the men had prior service in the 2nd (Smith's) Regiment Tennessee Cavalry.
