Yes, the loyalty oath applied to all citizens. You should be able to find registers for each county then in existence.

Davis was imprisoned but never tried. By the time of his release I believe it had become possible to vote without submitting a loyalty oath. Lee applied but his application was retained by the U. S. Secretary of State, perhaps as a personal keep-sake. The document was discovered in the last few years and his citizenship restored.
