The "Jews' Grant was referring to was all the profiteers that showed up at his HQ wishing a pass through the lines to do cotton speculating. Grant's own father attempted the same thing and Grant sent him away unceremoniously. The term "Jews" was an unfortunate choice of words on Grant's part, but it was meant to all the profiteers. It was rescinded by Lincoln because the US economy still depended on cotton. Grant was opposed to it on military grounds but also because it was such a nuisance to him.
