No this battalion was absolutely not conscripted! Lockhart's battalion was organized in Jan 64 and at least some of the companies were organized a few months prior to this. The CS law that allowed conscription of 17 year olds was passed in Feb of 64. An attempt was evidently made to conscript some of these boys as they turned 18 but Governor Watts argued against it because they were organized before this law.
