Thats a lot of good info. I would have to say that in regards to the question was" Lyon right or wrong"? One could argue by mid 20th century US political thought Lyon was indeed correct nonwithstanding being a bit over eager to be promoted. An example being President Eisenhours nationalizing the Ark National Guard to guard Afro-American students at Little Rock High. Perhaps what happaned in 1861 regarding Union forces fighting the Mo State Guard inspired congress a few decades later to pass a law where the National Guard replaced state guard units.

By the standards of the time you make a most powerfull argument. Secretary of War Stanton commierated that"we are giving to much power to this young man". Obviously to Missourians of the Radical Republican persuasion he was what todays kids would call"the man with the master plan".
