Again here, this is just a supposition but the contrators who were doing the work were paid by the body and were not concerned with very much else. While they were required to identify the bodies if that was known when it were dug up, they did not go into a lot of extensive paperwork. As I said in the case of those that were moved from Helena the names were written on the soldiers wooden casket in chalk and then stored on the open deck of the steamer which was taking them to Memphis. The steamer ran through a rain storm and the chalk names were washed off. I am sure that the soldiers reburied from Brownsville, Pine Bluff and elsewhere were handled in much the same way maybe even the same contractor.

Now, believe it or not, on a darker side of our History during this time. There was actually a commercial market for human and animal bones for various purposes. Their attitudes about the dead in the 1800's was far different than we have today. In fact this contract effort to move all the Union dead to one National Cemetery was an unusual project which had not been done before.

This thing of a National Cemetery really came about with the necessity of all the dead in Gettysburg to gather them together in one place, because there were so many scattered all over the country side and in the town itself. The problem was so bad that there was even a map made which showed the locations of all the field burials at Gettysburg, even of the Confederates which were eventually sent back south to be reburied in the Hollywood Cemetery at Richmond.
