Well Linda, you see I bought an old Civil War cemetery to restore it. The previous owner had intended to build a house on top of it. There was no other way to legally stop this but to purchase the property myself. So I am pretty sure.

You are somewhat correct. A Cemetery is usually private property and can be owned by anyone. And once the Individual graves are no longer evident the owner can simple say that he did not know that there was a cemetery was there.
