I agree. I can't imagine that they would leave the boards out for weeks. Surely it took weeks to bury the thousands that are now in "unknown" graves. I would think they would have learned what to do after the "first" rainstorm.

Unless they recorded the names and graves on the slates, laid the slates vertically against a wall (outside) and then later they ended up getting washed off.
