When Powell's command came into Pine Bluff they ran or buned out almost all of the southern sympathizers in Jefferson County. There are many report, after 1863, in the O.R.'s and order books that southern soldiers entering Jefferson Country should be careful as the country was almost entirely Unionist.
Certainly this was not entirely true, but the Federal cavalry in Jefferson Country had the people of the country under almost total subjugation.
The second part of this is the federal Cavalry recruiting practise. IF you were an able bodied male in Jefferson country their patrols would ask you why you weren't in the Army? If you refused to join them you were marked as a confederate and arrested. Most "recruitment" were in this manner and were an alternative to prison and most southerners understood that.
These Federal cavalry were NOT nice people. The 5th Kansas Cavalry with the 1st Indiana, were strongly abolishionist, and thought that all southerners should be punished harshly. Several members of the 5th Kansas Cavalry such as 1st Sgt. August Bondi had ridden with the infamous John Brown in his Kansas Raids.
