VI. Major Jno. McMerty and James Atkisson Esqr., are hereby appointed agents of the Confederate States and will proceed into the Republic of Mexico and consummate, if practicable, arrangements for the transportation into Texas, and the movement from there to here of arms and other ordnance stores, clothing and other articles valuable to the army, which will be paid for in Cotton, to be delivered by the Major General commanding on the Rio Grande at such point or points and within such times as may be agreed on.
