In my estimation there are two types of rights.
Human Rights - Those rights which are defined by moral convictions usually guided by a sence of good and evil, or right and wrong.
Legal Rights - Those rights which are specifically defined by law, granted by governments and regulated by the same.
Often these two forms of "Rights" conflict with each other. For example Slavery was a "Legal Right" defined by Law under the Constitution which was in conflict with the abolishionist moral definition of "Human Rights" for the Slave.
Even today we have many "Human Rights" which restricted by Law. For example a person has a "Human Right" to be free and go where he pleases. But if he commits a criminal act that "Human Right" is restricted by law.
In many countries the "Human Right" we reconize as freedom of speech will get you put into prison or worse killed, such as speaking the Gospel in an Muslim country, or speaking against Islam in those same countries. Speak out for freedom in China, or Russia before th fall of communism. In each of these examples "Legal Rights" superceed "Human Rights".
