Martin, during the War for Southern Independence, the Union was in fact a Military Dictatorship. Take the beautiful State of Maryland. The Governor of Maryland tells Mr Lincoln that the State of Maryland wishes to be nuetral. Along with that they do not want Union Troop trains coming through Baltimore. Lincoln agreed and with the spirit of Japan before Pearl Harbor, he sends Spoons Butler into Baltimore arresting all the Police, then they arrest the legislators who are Pro-Southern. A house to house search of all weapons without warrants and Poof!!! Maryland is safe for Union Troop Trains. But, to make sure they remain Union, they stage an election. Anyone carrying or having a Yellow sheet of paper could vote, those who didn't could not. The Yellow sheet symbolized they were pro-Union. "Rise and Fall of the Confederate Government, by Jefferson Davis"
Now Martin, you can pretend all this didn't happen, but Lincoln was a dictator who persecuted his enemies with whatever powers he needed. The Civil War Times has even written an article about it, with the question "Did Lincoln go too far?"
