Hi George; my opinion - if the lands, funds and building were already available, as you say, then all the planning, campaigning, politicizing, arm-twisting, persuading and coalition building would already have been done to such an extent that the question you ask would already have been answered as a byproduct of settling the land, funds and building questions.

For example the lands, funds and building issues could not be answered without building an inventory of what the building(s) is to house and the building itself could not be designed without considering how to move all the historic articles into the building and what type of displays would be required to preserve and protect the items, and the articles to be moved could not be moved without considering what types of special storage during transportation would be required to preserve the items, etc.
