I think most historians believe a location, such as, Montgomery or in the "Deep South" would have been better for strategic and defensive reasons, but the placement of the capitol in Richmond was meant to anchor Virginia in the new Confederacy.

Many have wondered, if Lee had not had to defend Richmond and had the ability to move freely, he and his Army of Northern Virginia might have been even more effective.
